Shabak (Internal Security) Director David Zini delivered one of Israel’s most forceful security warnings since the Hamas attack of October 7, 2023, stating that Israel must prepare for the possibility that a future mass‑casualty assault could target Eilat, the country’s southernmost city.

Speaking at a closed security forum in early June 2026, Zini said intelligence assessments indicate that hostile actors are actively studying ways to replicate the strategic shock of October 7, and that “the next attempt at a large‑scale massacre may be directed at Eilat.”

His remarks reflect growing concern within the Israeli security establishment that adversaries are shifting their focus toward geographically exposed areas.

Zini’s warning comes amid heightened regional instability involving Hamas, Hezbollah, and Iranian‑backed militias operating across the Red Sea corridor.

Eilat has become a focal point for several reasons.

The city lies more than 300 kilometers from Israel’s central population centers and is bordered by Egypt’s Sinai Peninsula, Jordan, and the Gulf of Aqaba, with Saudi Arabia just across the water.

This geographic isolation means slower IDF reinforcement times and fewer defensive layers compared to central Israel.

The Sinai region has also seen years of militant activity by ISIS‑Sinai Province, a U.S.‑ and EU‑designated terrorist organization responsible for hundreds of attacks in Egypt since 2014.

In addition, long‑range missile and drone launches from Yemen’s Houthi movement, another internationally designated terrorist group, have repeatedly targeted the Red Sea shipping lanes, with several intercepted near Eilat by Israel’s Arrow 3 and David’s Sling systems.

Eilat’s reliance on tourism, hotels, and open public spaces further increases its exposure.

Zini noted that the Shin Bet has foiled more than 450 planned attacks nationwide since January 2024, including plots involving cross‑border infiltration, maritime approaches, and drone‑based assaults.

He emphasized that Israel is reinforcing Eilat’s defenses, expanding surveillance networks, and coordinating with the IDF Southern Command, the Israel Police, and municipal authorities.

While he did not claim an attack is imminent, Zini stressed that Israel must internalize the lessons of October 7: complacency is dangerous, adversaries adapt quickly, and the country must anticipate multi‑front, multi‑domain threats that combine terrorism, cyber operations, and precision weapons.
