The media has been full of expectation of moving forward to the second phase of President Donald Trump’s Peace Plan for Gaza – but few outlets explain what this really entails.
Here is a concise breakdown.
The second phase of the Gaza plan focuses on three pillars: demilitarization, technocratic governance, and reconstruction.
1. Demilitarization of Gaza
All sources agree this is the core of Phase Two.
Disarmament of Hamas and all “unauthorized armed personnel” in Gaza
Establishment of mechanisms to prevent re‑armament
U.S.‑supervised security arrangements
Removal of remaining militant infrastructure
This is described as the “real test” of the plan’s success.
2. Creation of a Transitional Technocratic Palestinian Administration
Phase Two replaces Hamas governance with a non‑political, expert‑led authority.
A technocratic committee to handle civil administration
This body will be responsible for:
Restoring public services
Rebuilding civil institutions
Managing daily governance
Preparing for long‑term self‑rule
3. Reconstruction of Gaza
