Defense Minister Israel Katz has instructed the IDF’s Central Command to prepare operational plans for expanded action in Samaria, including the possibility of seizing and holding additional refugee camps, Israeli officials said.

The directive would mark a shift from short raids toward a more sustained presence, modeled on recent operations in Tulkarem, Jenin, and Nur Shams, with the goal of preventing terrorist groups from reestablishing footholds once Israeli forces withdraw.

The order comes amid fresh intelligence indicating Hamas has been actively planning large-scale attacks in Judea and Samaria.

According to a Channel 12 News report on Friday, Israeli forces operating in the Gaza Strip recovered official Hamas documents that point to extensive preparations for multiple attacks targeting Israeli towns in Judea and Samaria, including communities in the seam line area along the border.

While the report said the memos did not name specific targets, the documents reportedly reveal detailed planning and coordination between Hamas officials and operatives, with senior figures involved in the process.

Israeli security sources view the findings as further evidence of Hamas’s continued efforts to expand the October 7 model beyond Gaza and into the heart of Israel.

The IDF has previously obtained internal Hamas communications referencing possible mass-infiltration scenarios in Judea and Samaria, but the newly recovered material is described as demonstrating a broader and more organized planning effort.

An IDF spokesperson stressed that the military is treating the threat with full seriousness and is actively applying the operational lessons of October 7 to prevent any similar surprise attack.

“The IDF is committed to the security of Israel’s citizens,” the spokesperson said. “Accordingly, ongoing situational assessments are conducted in light of all threats and developments as part of implementing the lessons of October 7.”

The spokesperson added that reference scenarios approved by the General Staff and the political echelon have been drilled repeatedly, including a major two-division exercise conducted in the area in November.

With intelligence warnings mounting and operational planning accelerating, the IDF is signaling that it intends to stay ahead of evolving terrorist threats in Judea and Samaria, using sustained control and readiness to ensure that mass-attack scenarios never become reality.
